This agreement emerged from recent discussions at the Alaska summit, where Donald Trump's special envoy, Steve Witkoff, revealed that the US and Europe could offer Ukraine a NATO-style "Article 5-like" security assurance. This move is seen as a potential alternative to Ukraine's NATO membership, which Russia has long opposed.

Ukrainian President Volodymyr Zelensky has hailed the offer as "historic" ahead of his meeting with Trump and European leaders in Washington. Zelensky emphasized that any security guarantees must be practical, ensuring protection on land, in the air, and at sea, with Europe's active participation. The meeting in Washington will include key figures such as UK Prime Minister Sir Keir Starmer, French President Emmanuel Macron, and NATO Secretary-General Mark Rutte, all of whom are expected to challenge Trump on the extent of the security guarantees.

Meanwhile, Russia's envoy to international organizations, Mikhail Ulyanov, stated that Moscow also expects credible security assurances as part of any peace agreement. This reflects Russia's demand for reciprocal guarantees, despite its history of territorial aggression.

The peace talks also involve contentious territorial negotiations, particularly concerning the Donbas region. Russia has proposed that Ukraine withdraw from Donetsk in exchange for freezing the front lines in Zaporizhzhia and Kherson.
